I enclose a copy of a Saving telegram which we

have received from the Consul-General at Canton on the

subject of the arrest by the Chinese police of a

British Eurasian subject, Joseph James Richard, the

holder of a Hong Kong passport.

If I had been in Blunt's place I think I should

have taken the same action as he did, but I should not

have reported it at such length. The details, however,

may be of value to us if questions are put in Parliament.

Against this eventuality, I wonder if you could be kind

enough to let us have any information you may receive

from Hong Kong about the case and which might be useful in drafting answers to possible Parliamentary questions?
